We went to the Greeley Stampede carnival last weekend. While the attendant (grizzly and filthy looking woman BTW) was helping my son get strapped into the helicopter a two year old came over and pressed the button to start the ride--once the child stopped pressing the button the ride stopped but it startled my son pretty good. We've been to three mobile carnivals this year. The people that work these things are mostly very rough looking--guess it's just that kind of life and attracts rough sorts of people. I imagine the permanent amusements parks have more teenage types working them. Sounds like the attendant was careless not to make sure the area was clear before starting the ride. I have seen parents, etc. go in to help their children get on the rides--I don't think it's uncommon and if it's not allowed by 6 Flags the attendant should have stopped her from doing so.
