A N. Korean secret envoy in Seoul

Chung Hyong-Keun, a legislator from opposition, Hannara Party, claimed that a N. Korean secret envoy is in Seoul as of 11th (of June), to negotiate an inter-Korean summit. They are discussing Kim Jong-il's visit to Seoul before the general parliamentary election next year, according to him.

At a general conference of his party's legislators held at National Assembly, he said, "Right now, Kim Jong-il's messenger is staying at Hyatt Hotel (in Seoul). Negotiation on an inter-Korean summit is in progress. There is a story floating around which says that Kim Jong-il may visit Seoul before the next year's general parliamentary election, which wil surely affect the election's outcome."

Currently, the N. Korean delegation for the inter-Korean ministerial talk in Seoul, headed by Kim Ryong-Sung, is staying at Silla Hotel. Thus, Mr. Chung's allegation implies that a separate secret group was dispatched by N. Korea.

However, he declined to further elaborate on his statement, when pressed by reporters who want to confirm from him that there is indeed a separate group. He just remarked, "That is all I have to say."

A government source, who wants to remain anonymous, responded, "All N. Korean delegation attending the ministerial talk are staying at Silla Hotel. There is no N. Korean staying at Hyatt Hotel."

The legislator Chung's allegations on national security issues are usually credible. He used to work at the S. Korean intelligence agency, NIS, and has sources inside the agency. While no outsiders can be certain about the truth of the allegation at this time, it may be worthwhile to take note of the allegation.

Kim Jong-il's return visit can be a useful ploy by Kim to throw a curve ball on the on-going convergence of pressures on N. Korea. With his visit, Kim Jong-il could also tip the outcome of S. Korean parliamentary election to his favor, much as the death of two school girls by an American military vehicle was exploited to produce the election of Roh Moo-hyun.

Update: According to JoongAng Ilbo of S. Korea, the secret envoy mentioned in the article above is actually Tony Namgung, the vice director of the Center for Korean Studies(?) at University of California, Berkeley. He maintains a close relationship with figures of Democratic Party (in U.S.) and many N. Korean figures, including the N. Korean vice ambassador to U.N., Han Sung-yul.

It is one of three (perhaps 4) things.

Either the NK guy is in the Grand Hyatt Hotel Seoul under an assumed name (which would line up with the 'secret' aspect of this trip), OR he was in there recently but is now checked out OR the information the Congressman had was off a bit or wrong. At any rate, no record of this guy from UC Berkeley in the Hyatt in Seoul at this moment. [As of 10:35 p.m. Korean Time Friday night.]

I am sure the ROK govt has something up their sleeve to keep Hannara-dang at bay and further cozy up to Kim Jong il. Perhaps a Freeper with UC Berkeley can track him down there or someone w/ little opsec sense there might slip the tongue and mention he is in Korea at the moment.

Only thing is, if Kim goes to the South the dictator I believe is going to be living on borrowed time, IMHO.
