I will concede that GWB is neither a socialist nor a fascist. I think he is plainly a 'tory' in the newer sense of the word. Essentially, his philosophy of government is "he who governs best, governs best."

Your point is made clear by recent statements the President made about Head Start. He doesn't think it's a bad idea, the program just isn't working...he'll fix what's broken. I don't see a core philosophy of limited government in this administration.
