Is it possible for there to be a "Huge Weapons Shipment" from China without the consent of the Chinese government?

Freelancers could organize their own deal and pocket the proceeds for themselves instead of PLA, Inc. getting it.

Shotguns and pistols are quite useful in when one is fighting in jungles. Lots of jungles (or rain forests) in Central and South America.
