I would probably agree with you, except that it takes money to establish name recognition and win a campaign, and at this time McClintock has neither. Issa has the money, Schwarzenegger has the name, but Simon has a leech named Sal.

I agree. Plus, McClintock needs to protect his senate seat.
Which is too bad, because I like him far more than Issa (who I had serious reservations about, but am now tentatively supporting), but Tom doesn't seem to want it, like you've said from his interviews, and he's really to late to the game, as I've detailed above.
If he keeps his seat in 2004, nomination for any office in the state is his for the asking in 2006.

So I think that the day that McClintock actually comes out and says "no, not this time," is the day we see who has the strength and support of the conservatives, Simon or Issa.
And I think that Sal and Bill are going to be quite surprised.
