LOS ANGELES (AP) - A draft spending plan by Senate Republicans would balance the state budget without tax increases by making deep cuts to environmental protections, social services and other major programs, according to a published report.

The proposal calls for eliminating the California Coastal Commission, slicing reimbursements for prescription drugs for the poor and curbing spending on the state's community college and university systems, the Los Angeles Times reported in Wednesday's editions.

Yes, they are big cuts. But considering our situation, the only real question is when, not whether the Democrats will have to face reality.

Its a shame Republicans only do these things when they're out of power. When they're victorius like they were at the national level last year they act just like the rats.

Already suffering with the nation's worst credit rating, the state is operating for the first time completely on borrowed money. Officials say the state cash reserves will run out by mid-August if a budget agreement is not reached.

Now this is an amazing stat that has not been published or put forth.

California has the nation's worst credit rating to go with the largest deficit of any state!

Good! This brings us closer to Wall Street coming in to set up a budget that will make this Republican senate budget proposal look kind and compassionate.
