The guy fears his government, That's BS. He goes to court on a regular basis to argue his license fees, pays his property taxes under protest, he knows his local government officials and they know him. They seem to have a stable relationship.
The guy feared having to answer for his behavior with little girls.

And you're still ignoring the issue of the rights of this cretin's neighbors--specifically, the right to the quiet enjoyment of their property.

The police didn't seem to be worried about the neighbors rights while driving an armored personnel carrier and flying a helicopter around the place. I wonder what the neighbors thought of the scare tactics and intimidation? I wonder how close thr neighbors were to this guys house? If not too close was evacuation really necessary?
I suspect that waiting would not be much more expensive than operating all that equipment and burning the house down.
Oh, and whether you agree with the police tactics or not, they still botched it.

It sounds to me like they set him up on a trumped-up charge, used that as an excuse to try and make an example out of him, botched the raid, killed one of their own officers, and then he somehow escaped. That seems to be the gist of the story. What is missing is the reason why the jack booted thugs had Woodring on their hit list.

Overtime at 1.5x and 2x gets very expensive very quickly.

I'm not trying to defend the guy, my position is that the police don't need to bring in heavy armor for one man. I believe they mishandled the situation. They botched it.

The police went to his house and treated him like a man. They did not treat him like a dog they would catch running down the street without a leash. He had not shown any violent tendancies and remember he studied the Bible. He made the situation what it became, he alone is responsible.
