The mexicans are clearly playing games but, the US judge not forking over the bounty fee is pure BS! The legal system is so broken that it is now a major contributor to crime.

You're right as rain. If Chapman isn't paid, that jurisdiction may have a tough time getting good bounty hunters like Chapman to round up their fugitives for them. That will mean that release on bond will be the same as dismissal and everybody but the criminal loses.
