Actually, far too easy. If the 'real' up link is using a highly compessed (Say 16QAM) signal, the truck (maybe a ENG rig?) with a 20 watts signal could easily degrade the signal to the point of it being useless - esp if everything is digital.
Don't forget the episode where a fellow nailed HBO years ago using a rigged up home TVRO "C" band dish....no commercial gear there.

I'd love to see a link to the TVRO thing, if it exists.
