Read the Bush Doctrine.
Until there is no terrorist threat to any American -- and/or to any who stand with US -- anywhere on Earth.
Until being American -- and/or to any who stand with US -- is no longer punishable, by some, by summary execution.
That level of safety, no matter how long it takes to achieve, will be achieved -- and will be called Victory.

That is pure utopian crap and the most unconservative thing imaginable. Why not wage a war against crime? Oh- we are. That is not an acceptable victory defintion as it is totally insane and WILL NEVER HAPPEN as long as humans aint perfect.

The war turns when nobody wants to sign up for "American-hating terrorist" on career day in Middle Eastern high schools. The war ends when nobody is willing to work the booth. How do we get there?
- When our enemies meet ugly, unproductive deaths. All the pain and no 72 virgins. Good examples are the AlQueda big shots who were blown up, one at a meeting in an Afghan hotel the other riding in a car in Jordan
- When the ones not killed spend years languishing in places like Gitmo with nothing to show for their suffering.
- When countries tell their Inmans (sp?) to stop preaching anti-American rhetoric from their bully pulpits.
- When Arab youth wake up to the fact that Bin Laden and his ilk are always involved (like the chicken in the ham & eggs breakfast) but never committed (like the pig).
- When a respected voice that speaks on behalf of "official" Islam arises and forbids killing of innocents.
