Sacramento -- Top Senate leaders from both political parties and Gov. Gray Davis' administration have discussed a plan that could end the state's budget stalemate without raising taxes but still leave the state with massive shortfalls next year, sources said Tuesday.

Leary said local governments will view any promises to hold them harmless in the tax swap somewhat skeptically. "How long is that (promise) for? For a little while? Forever, or until you need (the money) again?"
A lobbyist named Leary *-? LOL
What the hell is the matter with the demRats anyway? (I guess they don;t want larger class sizes, to take away benefits from illegals, and have to table transportation projects.) That would essentially undo their spending binge and programs of the last 3 years or so.
All bets are off in November 2004 anyway when they get their a$$es taken to the cleaners by a sloughful of pi$$ed off taxpayers.

The first thing they need to do is fire 100,000+ state "workers" starting off with somewhere near 50,000 that have been hired since the hiring freeze was put in.
After they can the workers they can auction off all the unneded vehicles, close down social programs, and close the then unneeded offices eliminating a lot of utility and telephone bills.
That's just for starters, i'll bet I could go through their bloated budget and balance it within a week.
