Their only agenda is to [shamelessly] plug a movie that, during the last Lord of the Rings movie had a trailer where Arnold said "she'll be back" and everyone laughed at it, so he is generating alot of buzz about this movie-to get a big opening weekend. When the word of mouth gets around of how plotless it is, it will disappear.
I saw T3 last night, and while it is heavy on action, and low on dialogue, it's really really good. It's far better than it has any reason for being, especially after that trailer to which you refer(although that scene isn't as bad when you see it in context). I suspect this will be one of the best movies of the summer.

I really enjoyed the plot of T2, so did most people, so they will expect it to follow up logically, I'd ask question on how they explain making another movie when the last one tied up all the possible loose ends, but I'm sure I'll find out when I see it.
The studio execs were doing limited screenings with almost no press, which is a tell tale sign for a big sequel that they know they have a problem. Can't say about the Governor talk though, maybe that is a new trick.
When Die Hard 4 comes out look for a rival studio to put out rumors of "Bruce Willis for California Governor!"
