I don't know, for many years a carburetor, properly calibrated and set on the intake manifold of a carefully-assembled big-block V-8, could provide some pretty potent output. Still could, even though it is relatively retro technology.
Some very highly refined manufacturing processes and techniques, when broken down into various parts, look rather useless and probably would be classified as "junk" by most casual observers. And James Carville is about as casual an observer as anybody of prominence to have occupied nation attention in the last century. He is very good at offering opinions, whether supported by reality or not.
If reassembled by a knowledgable technician, it is entirely possible that a very sophisticated instrument for the extraction of refined nuclear materials could be put into operation. Just see what McGyver could do with a roll of duct tape.

"...a carburetor some redneck would have in his garage." Interesting how the left dismisses materials that a terrorist could use to make a nuclear bomb. On the other hand, the left goes into hysterics over every part of a handgun or rifle that a citizen may own. Suddenly, every little part portends sinister things -- they talk about "pistol grips," "light triggers," "high-capacity magazines," "bayonet lugs"(?!) and "flash hiders" as if these items will assemble themselves and go out shooting people all on their own. Build a nuclear device -- no big deal. Affix a bayonet to your rifle and it is like it is the end of the world.
