California's dozen foreign trade offices were already in jeopardy this spring before press reports in late May brought the first whiff of scandal. With the budget axe slashing deeply into state spending on education, public safety, health care and a host of programs targeting the state's most vulnerable citizens, the betting around the state Capitol was that the Davis administration would be lucky to secure money for three of the overseas outposts.

The reporter is clearly wrong with that statement (which was offered without any evidence). Israel has large and growing hi-tech and defense sectors, and the opportunities for trade (in both directions) with California's tech and defense sectors should be evident to anybody who would bother to do some investigation before writing. Regardless, though, it appears that the state's trade missions would have little to do with promoting such trade. Rather, the companies themselves (and the feds) are largely responsible.
