Expect a court ordered tax increase to continue operation, with the presiding judge as special master.
It happened in Kansas City over the schools some 20 years ago. A judge who would be king, raised - collected - and spent unConstitutional taxes, under penalty of contempt of court and then administered the district wasting more than a billion dollars. The entire usurpation was because repeatedly voters, foolishly believing their laws and Constitution, would not vote themselves a tax increase for the increasingly "minority" majority, declining standardized test scores district. After more than a billion in gold plating and other admistrative expenses with indoor swimming pools, test scores still declined. It's the students, Stupid.
Because of continuing criminal alien invasions, Kalifornistan is "minority", so protected by bully blackrobes.
The Rehnquist SCOTUS ruled that blackrobes have such dictatorial powers, clearly not otherwise afforded them under our Constitution, THE Law of our Land. He and his accomplices should then have been removed from office.
Forget what your Constitution says, consent of the governed means nothing when the desires of the ruling won't wait.
A court order awaits us all.
