There is no explicit constitutional power of judicial review of constitutionality of laws, but yet the Supreme Court exercises this power on a regular basis. I think that is pretty much derived by the fact that the Court is the judicial branch of government, and, ironically enough, has judicial powers. There is no doubt the Constitution establishes that.
