The People elect the representatives they think will best represent their views in congress. If the majority of the representatives are Republican, then that's what The People want. Therefore, the majority should rule.

I'll wager that the most-restrictive on the minority's power came into being between January 5, 1955 and January 3, 1995 when the DemonRATs had a 40-year lock on the House.
