If I recall correctly they put Rosemay in a Wisconsin institution .. Eunice Kennedy is involved with the Special Olympics and often mentions Rosemary being mentally retarded

She was retarded, but capable of taking care of herself and talking.

In other words, she was an embarrassment.

Joe took care of that.

She's no longer capable of embarrassing the Kennedy's but they have other people who are more than up to the task.
