I think such an approach to this problem would likely be effective. I don't pretend to be knowledgable about what's going on in Iraq or how effective some of the strategies suggested in this forum would be; what I know is that if my country was invaded and foreign powers (one of which had occupied my country in recent history) tried to disarm the populace while there were still well armed and violent factions I would not feel kindly toward the foreigners.
