Oh really? Then why do we try many juveniles as adults when they commit murder? Hmmm... If the law says they are adult enough to knowingly commit murder, they sure are adult enough to knowlingly consent to sex. In fact, if not all, then certainly a huge number of juveniles engage in masturbation from an early age.
