Only the killer will refuse. So whoever refuses has to be a criminal. Or those who don't want to be framed for a killing that the FBI itself may have committed. Wales was involved in the investigation of FBI agents implicated in narcotics smuggling across the Canadian border.
Means, motive and opportunity- IF they get someone else's Makarov to use as a stterile assassination weapon to clean up another of their own problems, or for use in pinning the last one on the next Richard Jewell/Hatfill/James Earl Ray/Oswald they can dig up. Don't embarass the Bureau, fellas.
