Time for Greece to take back Northern Epirus and let the Albanians have the poor southern half of Kosovo. Also--notice how such talks can go forward after Djindji was assisinated - he wanted to re-assert Serbian authority without any change in borders. Since the West backed him-how could they deny him? So they removed him.
