This is meaningless. It takes 60 votes to change the Senate rules. Daschle is still "in charge."
Where is that written? It takes only a majority to amend the rules unless you've got something else I don't find in the rules.... However if this is filibustered then it takes 2/3rds of the Senators present and voting to bring cloture......
I agree the democrats still control it's passage as long as they keep 34 votes in line if all 100 Senators are present and voting......

A fillabuster on a Senate rules change can be declared "out of order".
If Dems appeal to the (leftie) Parliamentarian and he concurs with the Dems, he can be overruled by a simple majority of 51.
That cannot be filabustered.
Dems may try a walkout to withhold the required Senate quorum to vote.
They will be getting wilder and more desperate, which will not be pretty to the US voter in time of war emergency and Bush's high popularity, especially after today's losses by the US and Brits in Iraq.
Dems are in a compressing box and getting squeezed; options running out, credibility about that of Dean & Son.

You may be correct - but a lot of dems who are running for re-election are getting fed up with this stuff - they know it's going to bite them at election time.
