Some think that Democrats, chastised by the loss of the presidency of 2000 and the loss of the Senate in 2002, have learned the risk of supporting gun control the hard way. Some even argue that there is a more fundamental change in Democratic beliefs on gun control.

Was there ever even an assumption that they would?

There was some talk that they would because it is a vote loser, but some things in the ruling class transcend vote gathering ie exapnding the American police state. You cannot have an absolute totalitarin police state when ordinary peasants are allowed arms. You must disarm them all first. Hence the Democrat and Republican anti-freedom crusade to do away with civilian gun ownership. They've pretty much done it already via the salami slice technique. No hi cap mags, no new full auto, no decent anti-material rifles, no RPGs, etc.
