That's right, we don't execute spies for allies, we don't execute spies of potential enemies during peacetime. To my knowledge, there are no other spies who were executed during peacetime -- I'm not saying I know this from exhaustive research, just that I can not recollect any, any mention of any.
If you say the Constituion gives the Federal Behemoth the right to execute anyone (during peacetime) from crimes short of Treason -- show me the clause! I know it's been done -- Timothy McVeigh being an example -- but like much of what the Behemoth does these days, it is well beyond any charter.
