The state really missed the boat. They could have hired 'em both as federal baggage checkers.

But really we should treat turncoat spies of our enemies in an honorable fashion. My government represents me and vice versa & I expect them (the state) to act honorably in contracting, plus it's good for business.

I wouldn't want to miss out on a heads up for nuclear weapons blast or smuggling because some turncoat terrorist thinks we'll welch on a deal.

And its a lot safer also.
Recall the Pakistani, Karsai, who whacked a few CIA'ers coming out of their site in VA? He never claimed he did it for Islam. Even when he was about to be executed and there were mobs of his countrymen in the streets, he never said he did it for Islam, or OBL.

The truth of the matter was that he and his family felt that they had been cheated by the CIA, and he "collected" that debt in the only way open to him. Now, I don't know if he would have sued them instead of wacking a few, but I wouldn't think the CIA would be so anxious to foreclose that option.

"Yo! Anybody know where OBL is? We'll pay you $25 million"
shouts the "Wantred Poster." Give me a freeking break.

Read how the CIA tried to welsh on these guys, head it off so it wouldn't be tried. Does that sound like they were not owing these guys the money? Why should anyone cross the street to help them, much less risk getting whacked by either side?
