Meanwhile, in CA, there is/was a consumer protection bill that would require contracts to be written in the same language as was used in negotiations. Some foreigner signed an English-language contract to buy/lease a car after negotiating the details vocally in Chinese. The contract language was supposedly different from what the buyer claimed to have agreed to, but he didn't read the contract before signing it.

Ballots and government forms are already available in multiple languages here, although English is supposed to be the "official language" in CA.

Just what the law was trying to stop - State election ballots in (among other silly-ness) Yu'pik?

Why not 123 other languages - BTW Alaska IS NOT California.
But then, niether is Arizona, Nevada, etc....
