My wife is a teacher. In her district the school retains the child and puts it in a remedial class if necessary to help the child learn the material.
But only with the consent of the parents. The parents can sign the proper documents to move thier child right on through the system regardless of the grades.
I would have thought, using the same rational, that the children would have been yanked out of the public school and forced into a home school.
