Fox and Bush are doing that now with profound effect. If Hitler had tried it, it wouldn't have worlked because the population of Mexico was much smaller than it is presently. Any Mexican army would have been wiped out on the desert by American aircraft.

I think Fox is trying this much to no avail. He's pretty much viewed as a loon by the Bush Admin. What do you expect when much of Fox's administration actually believes that Mexicans have the right to come and go freely across the borders since Arizona, New Mexico, and California are technically still part of Mexico?

Fox blew his chance with Bush a few years ago with his lunatic rants. Granted, the borders are still far too porous. But it certainly isn't the flood of Mexicans that many predicted Bush would open the dams for.
