Excellent. About time we had a real debate on guns in America. How can we get more military quality arms in the hands of more people? Should these rifles be sold at open bid or should there be a program for lower income seniors to buy them at a discount?

The Department of Civilian Marksmanship and later, the Civilian Marksmanship Program have been around for years. The only advantage a senior citizen has is the ability to buy one of these rifle without firing the necessary rounds in a shooting match. The prices are fixed except for chosen collectables which might be auctioned.

Some of those seniors are pretty knowledgeable already, but the youngsters need training and practice. So no special deals for the geezers unless they're activly training the squids... err kids.
