Not on all issues. A few years ago he talked about how immigration laws should be enforced and the border closed. Now he's pushing amnesties and guest worker programs. One day he's for the military on the border, the next he isn't.
He is consistent on one issue though... he hates the First Amendment. And I'm beginning to think the Second one as well.
