L.A. WASTES millions of gallons of fresh water every day. The canals are flowing out to the ocean constantly...and they need more water. It boggles the mind.

What is this water dispute about exactly?
LA gets water from the Colorado river. They've been using Arizona's share of the river for decades. Arizona needs their share of Colorado water now, and LA doesn't want to give it up.
The problem is that LA is growing faster than water can be supplied, and they refuse to develop seawater sources and expect everyone else to do without.
Water wars have been the mainstay of democrat politics in California since the beginning. The Dems always promise to take water from others so that the desert City of Angels can prosper at the expense of everyone else.
LA is the biggest voting block in the state so they can steal water at will. Arizona has thrown a monkey wrench into the works!

Mars bought all of L.A.'s canals a few years ago. There was intense bidding versus Venice, Italy, but Mars had the winning bid...
(I assume you are somehow talking about the 'canals' in Venice, CA.)

First, Davis presented himself as a hero for negotiating power contracts--at outrageous prices--during the "power crisis". Now he presents himself as a hero for filing lawsuits to try to squirm out of those selfsame contracts.
Orwellian, isn't it?

Way to go Sec. Norton! If CEO Gray-Davis is to stupid to not be able to make a decision by the Dec 31, 2002 deadline, then he should pay the penalty!
What should his penalty be? How about a Decree that all state agencies go on immediate water rationing! No State-owned tea or coffee makers shall be operated on State property. State toilets flushed on even days only. No State vehicles are to be washed for a period of one year, etc.
His personal penalty is that from now to the time he is recalled, he cannot bathe or shower in the State of California. That way his personal and political odor will soon become identical!

Water problems? What water problems? We don't have no stinking water problems in CA. One flush of the toilet is all the water we are going to need to get rid of that piece of manure after the recall election.
