Who is the spokesperson for these decent Palestinians? I'm sure there probably are some decent people among them, but they are the exception not the rule. And how can you be raised in a culture of hatred and death and evil and not have it rub off on you? The Palestinian people are killing themselves with their goal of destroying Israel. They are bringing grief upon themselves. They are mere pawns of bigger entities. They allow a dictator to run their lives, they teach their children in the ways of hatred and death. No one is trying to kill the everyday Palestinians - Israel targets terrorists. Whose fault is it that the average Palestinian is poor and downcast and lacks liberty? Is it Israel's or is it the PLO's?

This is besides the point. The issue isn't whether or not the Palestinians' misery was brought about by the PA... the issue is whether or not there are decent and honest Palestinians.

Of course there are.

Just like (gasp!) during World War II, there were decent and honest Germans.

In his book A Durable Peace, Benjamin Netanyahu talks about his Palestinian contacts within the West Bank who despise Arafat and his terror organization. He doesn't name them because they would be killed.
