I thought the feds had outlawed clearing in national forests under Clinton of GB I at the behest of enviromentalists. Wattenberg was calling for a change in policy. Maybe wrong, I suffer from slight old-timers disease.

Clinton by executive order banned logging in the national forests and while he was president before he signed that executive order, he was already reducing the numbers of logging allowed anyway and making it impossible. Thats one of the reasons so many people blamed him for the brushfires, He didn't allow the loggers to go in there, and at the same time, he didn't cut down or clear any brush or get rid of any dead wood.
