Did I read correctly, the french mandate is to "negotiate" with the sides? Sigh.

Sounds as though the first rule of negotiation has already been violated. Never tell the other side your time or space limitations - you'll never see them in that space or time until it's time to send you off with great fanfare.
The only thing French Special Forces are prepared to negotiate is their unconditional terms of surrender.
