No, the 60,000 a year or so that age out (most recent figure I've seen) are kids whose parents' rights were terminated and who have been available for adoption, but nobody adopted them. Of course, there are a whole bunch more stuck in the legal limbo of biological parents trying to keep rights to them.
There are several websites ADVERTISING available-for-adoption kids, with pictures, first names, life stories, etc., and most with promises of continuing financial subsidies from the state after they're adopted. Still, tens of thousands age out each year, never having been adopted. You can scroll through pages and pages of pictures of these kids. I even heard of a major sports team (can't remember which sport -- maybe NBA, or NHL?) which was putting up these kids' pictures on the stadium scoreboard monitors to try to give them more exposure and better chance of getting adopted.
It just makes me furious when people are hollering about the rights of fetuses while fully conscious, already born kids have no parents, and plenty more are being left by CPS agencies with horribly abusive/neglectful parents, because CPS knows full well it has no place better to put them if it takes them away.
