As far as native American indians they were caught in a landslide of immigration and nation building by their fellow man. I believe they have retained their right to sovreignty and self governance (tribal) however. So that comparison to Chechens is a stretch. Mexican territories? I am not sure what you mean by that. Texas? California? If so, right of conquest. Does it make it right? Only if the current residents agree. Same with confederacy. If they (or any other state) no longer wished to remain part of the United States then a state of war could result again. Much as Chechneya.
