I don't get the reason why one cannot claim a 17 year old. My kids are 5 & 3 so it doesn't effect me, but I feel it is unfair.

For some reason they've made the cut off age 16. I think that is the same age that SS payments widows get for children is also cut off. Maybe the rationale is that it should be the same.
