This is an excellent analogy:

It would be like the cops looking for amphetamines and ignoring the discovery of a production lab with all the precursor chemicals --- just because at that point in time there weren't any fully prepared amphetamines on site!

Close, but not quite; recent *binary* chemical agents are quite usable in their unmixed form and require no additional mixing or preparation for field troops to use. They're just capable of depot-level storage in a semi-ready seperated state, unlike the meth lab, in which it's intended to continue on to the next stage of production, since partially processed materials decline in purity as they draw nitrogen and moisture [hygroscopicity] once exposed to the air. -archy-/-
