Would you favor a Federal restriction on outsourcing of IT and digital technolgy to foreign countries?

There always has been restrictions on critical technology and infrastructure to potential adversaries. This has included dual use technologies that could be used and in the private/commercial sector and easily transferred to military applications.
The Defense Department has always had (except for the Clinton years when it was traitorously transferred to the Department of Commerce) oversight on this. The policy by Clinton was disastorous for us in terms of allowing the Chinese to already make several "leaps" in their military technology, particularly with ICBMs.
We need to get serious about that DOD oversight and technology transfer when it comes to dual use digitial technology, and particularly as it applies to Red China.

What I favor I proposed in an earlier post on this thread. Remove the government assistance to outsourcing overseas. The institution of some tarriffs to reduce access to American markets of those nations which have engaged in such counter free trade measures as currency controls to maintain an inflow of capital. Elimination of the H1B and L1 Visa programs.
Right now we as a nation are assisting this outflow of a basic defense industry. I have proposed that we stop that assistance. If we need to do more once we see what those measures have done then I would suggest we could look at options but no I do not propose another set of regulations for the sake of regulations.
