I believe Scout locals are charted by the National organization. That group must revoke the local's charter, thereby severing any connection with the Boy Scouts of America. Then, they can form another local Boy Scout chapter that actually embraces the precepts of the group. They can also sue the former local if they refer to themselves as a "Boy Scout" troop.

I didn't know that. Has that been done in the other cities that are giving the finger to the boy scouts?

Besides the disassociation from the Philadelphia Council's position on homosexuals, the National Council must consider the liability issue that will sooner or later come out of the closet when the molestation lawsuits hit. The National Council would not want to pick up the tab for Philadelphia's irresponsible practices. A prime example is the Catholic Church, which has certainly suffered great financial loss from its "tolerance" of gay priests.
