You can quote whole articles from the Washington Times. Just not from the Washington Post, the LA Times, or their subsidiaries, including Newsweak.

FWIW, you might try my formatting approach: I copy the whole article to an MS Word document, do the formatting there so I can visualize what it will look like when it covers the whole screen.
Then I paste it back into the FR box.
