Relax. It's probably a doctored picture. It's easy to do this with the proper software and know how. The babies aren't actually drunk. The bottles are probably fake.

Probably not doctored. My guess is that someone saw the babies asleep and thought it would be funny to lay some empty beer bottles by them and take the picture.
