Student Aid. The Parents as Scholars (PaS) program is a student aid program that helps low-income parents in two or four-year college programs. It was created by the Maine Legislature in 1997 as part our state's welfare reform plan.

By definition, a taxpayer is someone who "pays taxes". If you dont pay taxes, you dont get tax relief. A tax credit for those that dont pay (income) taxes is welfare, not "tax relief". Capiche?

The Earned Income Tax Credit is welfare for the working poor, period. If you don't have an income obligation to pay taxes but claim dependents, you get a subsidy from the government to help you keep breeding.
This same outcry occured with last summers' rebates. "How come I got no rebate check like real tax payers?"

Anyone who does not need the money that they get through the tax cuts should give it to those who need it. If you know a needy person, whether it be a family member, friend, neighbor or church member, you can spend these tax cut bonuses as you see fit and help the needy -- spending your own money. A lot of wasted paperwork and trees not having to be cut down to make the paper will be eliminated. This would also have the benefit of saving the environment. There should be more tax cuts to help more of the needy -- many more benefits than we have even thought about!

So, according to this article, a family with 2 children earning over $26,000 per year is considered "affluent". Doesn't that make just about anyone with a full-time job filthy rich?

Complaining about people who don't pay taxes not getting a part of the tax cut... another fine example of the mess caused by social engineering in the tax code.
As far as the comments about the EITC goes, at least it is basically just supposed to be a refund on Social Security and Medicare taxes (that's whay it has to be on "earned income"). The arguments here, though are just dumb... they pay sales taxes? That's a state issue, not a federal one. That is, unless and until we scrap the income tax for a national sales tax -- and those proposals have a built-in refund to offset the costs of necessities that everyone gets, not just those belonging to a certain social or economic group.
