Great move. Tell the Iraqi people we're not at war with them or their religion. Then we win the war and send in Christian missionaries to show how good our word really was. If Christianity (or any religion other than Islam) is to take root in Iraq, it will be when freedom of speech, freedom of religion and other basic rights have been firmly established. Until that happens, there's no sense trying to convert anybody, you just end up creating a lot of bitterness, and a lot of Christian Martyrs.

Freedom of speech and all other liberties decend from God. They are not granted by government.

Muslims are in every major city in America and Europe trying to convert people to their faith. Christians better try to convert Muslims where ever they find them.
