Could this "plastic tape" be more like the plstic bands that tie large garbage bags shut? The kinds that are woven right into the garbage bag that is. I'll bet this is some tape or cord floating around in the marina waters.

Around here, in North Florida, it's illegal to toss any plastic into the water because it can strangle sea life.

The baby's wound had jagged edges per FOX. This adjective does not fit w/its being a knife wound. Perhaps some sharp edged debris stirred up from the bottom by ships could have been responsible? Mere speculation at this point, I know. As for the plastic tape...Abrams said it "looked like" that. Who knows but the doctors who performed the autopsy? There again, such a "tape" could have been in the water and become attached via water turbulence...
Interesting, however, that this "news" came out today just after the defense got the autopsy report.
