I cannot imagine a "Republican" saying "Bill Clinton was the greatest president this country ever had." Not even 2 percent.

2% could have been as little as a single vote. We don't know how big the "sample" was for this poll. I'm imagining a single hard-of-hearing, self-identified conservative who responded with "Bill Clinton" because they misunderstood the question.
