Prime Minister Jean Chretien yesterday committed the Canadian Forces to an emergency UN military mission in war-torn Congo,Chretien said Canada will help staff a 1,000-strong UN military force to uphold a ceasefire in the central African nation's bloody ethnic war

This is clearly a European play. Guess Chretien thinks of himself as a European, not North American.

Canada has a glorified police force, not an army. Its navy is little more than a coast guard. As for the air force, I doubt its big enough to police the entire country, not that Canada has any real enemies to worry about.

... historic Congo was a colony of Belgium. More accurately, the country formerly known as the Belgian Congo was the personal property of the king of Belgium.
Ergo, it really wasn't run as a "colony" per se.
