If Newt had just been a bull in the state china dept. shop, that would have been fine.

Newt of all people knew that these trouble makers from state are career civil service employees. He knew that there is basically no power that Powell had/has to stop this behavior/actions of the career state clymers. So Newt crossed over the line to the professional hate Powell group, which works 24/7 to electronically lynch him.
