Ludicrous commentary from another beltway boob who probably lost his cushy "research-for-the-sake-of-research-at-taxpayer-expense" job.

The same magazine contains another article by a freelance writer who points out that the Bush administration increased the National Institute of Health's research budget more than any time in history.

The real reason that Congress did away with this was that it issued reports showing that Congressional pork boondogles were not sound science. It came to a boil when a Congress critter from Alaska proposed some huge spending bill on a scientific project that was without any basis in science.

Because Congress could not stand to have an impartial arbitrator pointing out that their projects were merely pork, so in the interest of "budget cutting" they did away with the OTA.

"Budget cutting" my ass; it was so they could continue to spend like drunken sailors.
